Apple has locked the iMessage protocol (for iPhone to iPhone messaging that uses data and not the carrier wireless service). Apple also has a device enrollment program (DEP) that allows for organizations to disable iMessage while still keeping the Messages app active for SMS and MMS messaging. You may also utilize your Mobile Device Manager (MDM) to manage your devices, applying policies to enable and/or disable services as you maintain your compliance initiatives.
